Only incorporated governments could apply for WPA money, and a petition was circulated among area residents to incorporate what was then a 2-square-mile area.

The two men who pushed for the incorporation of the land east of Columbia – John Hughes Cooper and James Henry Hammond – had different ideas for what to name their new town. Cooper wanted to name it Forest Acres and Hammond liked Quinine Hill. The name was voted on by the residents who signed the petition to incorporate. Forest Acres won.
